Applications for academic financial aid for the 2017-2018 year – Fall committee
The deadline for submitting a scholarship/financial aid application to the Consulate for the 2017-2018 school year is set to September 8th, 2017.
I am not satisfied with the provisional award made by this year’s first Consular Committee on Academic Financial Aid. What should I do?
You may file an appeal and request to have your application reviewed again during this year’s second Consular Committee on Academic Financial Aid which will take place in Fall 2016.
To file an appeal and resubmit your application for review, make an appointment now with the Consulate’s Social Services.
You must submit all documents required for the review before September 8th, 2017. It is strongly recommended that you submit the documents now.
You must submit the following documents:
A letter addressed to the Consul General explaining the reasons why your
application should be reviewed again.
Two US first-class postage stamps
Your 3 most recent bank statements for your family’s bank accounts
Your most recent retirement savings plan statement
Any document indicating a change in your financial situation or demonstrating financial hardship in paying your child’s tuition (for example, debts, loss of employment, new job or business with lower salary/income, unexpected expenses that are depleting the family budget, significant reduction in assets, etc.)
Any document indicating a change in your family’s situation (for example, birth certificate of a new child, divorce certificate, legal separation order, etc.).
If your initial application was rejected as incomplete, any required documents (for example, your 2016 tax return, W2 form, or any other required document) that you did not submit with your first application).
The Consulate’s Social Services reserves the right to request additional documents:
After review by the Consulate’s Social Services, your application will be examined during the second Consular Committee on Academic Financial Aid, which will take place in the fall.
You will receive in late November a second provisional award letter detailing the amount of aid that the Committee has provisionally awarded towards your child’s tuition.
The Committee’s proposal is then submitted for examination and approval by the National Commission in Paris. You will receive in December a financial aid letter detailing the Commission’s final decision.

I have not yet submitted a financial aid application for the 2017-2018 academic year, but need financial aid for my child’s 2017-2018 tuition. What should I do?
Please read the following information carefully:
If you and your family reside in France, you should immediately submit a request to your local Caisse d’Allocations Familiales (CAF) office for a “certificat de radiation,” (document proving that your family has been removed from CAF’s rolls). Your request may take several weeks/months to process.
Make sure that you and your family are registered with the Consulate; you may also register once you arrive in New York.
If you have not already done so, contact one or several schools accredited by the French Ministry of National Education in order to enroll your child.

You must bring a complete application to your appointment. Make sure to provide all the documents (copies only) required on the checklist , and to check the boxes that match your family and financial situation.
Any application that is incomplete or inaccurate will delay the reviewing process.

Pre-tax income for the 2016 year (salaries, capital income, income from real estate holdings);
Other benefits in addition to income (non-cash benefits provided by the employer, received child support or alimony, family allowances, etc.);
Annual tuition fees paid by the family (annual fee, yearly enrollment fee and first enrollment fee, etc.);
Annual costs and expenses deducted from income (taxes, required contributions, owed child support or alimony);
Financial assets (any kind of savings, 401K contributions are also taken into account).
Real estate (acquired value of all properties, whatever their location and type).
Financial aid applications are first received and reviewed by the social services of the Consulate.
The applications are then presented to a Consular Committee presided by the Consul General, and comprising elected officials from the French expatriate community, representatives from accredited schools, representatives from parent and teacher associations and from the UFE and “Français du Monde” organizations.
This Committee reviews all the applications and issues recommendations that are then submitted to the Agency for French Teaching Abroad (Agence pour l’Enseignement Français à l’Etranger, AEFE).
The AEFE makes its decision for all applications after consulting with a National Commission which is held in Paris; the decision is based on the general budget allocated to the financial aid system worldwide.
Can the Consulate give me an indication right now of the amount of the financial aid I will receive?
Eligibility for academic financial aid depends on your financial situation. You can simulate the amount of the aid you will receive based on the information presented in our brochure. You will need to know the cost of living index (“Indice de parité de Pouvoir d’Achat”, IPA) for your place of residence (132 for the zone covered by the Consulate General of France in New York). In the current context of budgetary constraints, please be aware that the amount of the aid that will be allocated to you depends on the budgeted funds that will be available this year.

• no longer receive allowances from your local Caisse des Allocations Familiales (CAF) office. A “certificate de radiation,” (document proving that your family has been removed from CAF’s rolls) is required for families whose child has resided in France.
The child must:
• be French and be listed on your “livret de famille;”
• be at least 3 years old by the end of the 2017 calendar year;
• reside with his/her family (father, mother, legal guardian);
• be registered at the Consulate
• be enrolled or about to be enrolled in a school accredited by the French Ministry of National Education.
No, you must apply directly to the accredited school in which you want to enroll your child, in addition to submitting your financial aid application to the Consulate. These are two distinct procedures. Receiving financial aid does not guarantee admission to your school of choice, and vice versa.
All financial information is reviewed in dollars.
As per official guidelines, all conversions are made at the following rate, as of 09/16/2015: $1=€0.90
The amounts of these thresholds are defined based on the economic situation of each country.
In the zone covered by the Consulate General of France, these amounts are the following:
• financial assets: €100,000
• real estate assets: €250,000 (home equity).
What are my options if I am not satisfied with the decision reached by the Agency for French Teaching Abroad (AEFE) after the second National Commission on academic financial aid?
You can file an administrative appeal by sending a letter that needs to be received before February 28, 2018 addressed to the Director of AEFE, via the Consulate, being sure to include the documents explaining your appeal. Note that appeals filed directly with the Academic Aid office of AEFE in Paris will not be taken into consideration.
Your child’s school may offer financial aid to help cover the cost of tuition. Contact the school for further information.
