Applications should be submitted no later than September 6th, 2019.
To ensure your application receives the best possible review, we invite you to submit through an in-person appointment at the Consulate, as soon as possible.
• be registered at the Consulate(= hold a Consular Card);
• no longer receive allowances from your local Caisse des Allocations Familiales (CAF) office. A “certificate de radiation,” (document proving that your family has been removed from CAF’s rolls) is required for families whose child has resided in France.
The child must:
• be French and be listed on your “livret de famille;”
• be at least 3 years old by the end of the 2018 calendar year;
• reside with his/her family (father, mother, legal guardian);
• be registered at the Consulate
• be enrolled or about to be enrolled in a school accredited by the French Ministry of National Education.
I am not satisfied with the decision reached by the first consular committee in the Spring, what should I do?
If you are unhappy with the decision that was made in the Spring, you may ask that your file is re-evaluated during the second consular committee on scholarships in the Fall of 2019.
For this, you must make an appointment at the Consulate right away make an appointment with the Social Services Department of the Consulate. All the elements that are necessary to the re-evaluation of your file must absolutely be submitted by September 6th 2019.
After being assessed by the Social Services Department at the Consulate, your request will be evaluated during the second consular committee on scholarships, at the end of October.
You will receive a letter informing you of the decision that has been made at the end of November.
After the national committee meets in Paris (at which time all the local applications will be discussed) you will receive a letter with a definitive decision in December.

Documents to provide:
A letter addressed to the Consul General explaining why you are requesting that your file be re-evaluated.
The three last bank statements for each of the bank accounts held by your family members.
Your last retirement statement
Any document that can justify a worsening of your financial situation, or that can show you have difficulties paying the educational fees you are responsible for (debts, loss of employment, new employment that pays less than the previous one, death, unexpected costs weighing on the family budget, significant decrease of real estate worth….)
Any other document demonstrating a change in the family situation (birth certificate of a new child, separation or divorce agreement…)
Any other document that was not included during your first application for financial aid that would make your file complete, in the event that it was rejected due to missing information (tax return, W2, other required documents not provided during the first application)
The Social Services Department reserves the right to request additional pieces of information or visit your home to make sure that your declarations are truthful.
I have not yet submitted a financial aid application for the 2019-2020 academic year, but need financial aid for my child’s 2019-2020 tuition. What should I do ?
Please read the following information carefully:
If you and your family reside in France, you should immediately submit a request to your local Caisse d’Allocations Familiales (CAF) office for a “certificat de radiation,” (document proving that your family has been removed from CAF’s rolls). Your request may take several weeks/months to process.
Make sure that you and your family are registered with the Consulate; you may also register once you arrive in New York.
If you have not already done so, contact one or several schools accredited by the French Ministry of National Education in order to enroll your child.
Gather all the documents required for your academic financial aid application
Make an appointment with the Consulate’s Social Services to submit your application before September 6th, 2019. It is highly recommended to meet with Social Services as soon as possible.
You must bring a complete application to your appointment. Make sure to provide all the documents (copies only) required on the checklist. Any application that is incomplete or inaccurate will delay the reviewing process.
Your application will be reviewed by the Consulate’s Social Services and then examined during this year’s second Consular Committee on Academic Financial Aid, which is scheduled to take place in late October.
You will receive in late November a provisional award letter via email detailing the amount of aid that the Committee has provisionally awarded towards your child’s tuition.
The Committee’s proposal is then submitted for examination and approval by the National Commission in Paris. You will receive a final financial aid letter via email in December.

What are the tuition fees at the accredited institutions ? Could these fees be covered by scholarships?
The accredited institutions are expensive. Depending on the schools and classes, tuition fees range from $18 000 a year for kindergarten at the French American Academy (New Jersey) to $40 030 at the United Nations International School (Manhattan).
In order to keep tuition costs from skyrocketing, the French government applies a ceiling to how much of these costs it will cover. The scholarships that are awarded are based on a tuition figure that is capped.
Except under exceptional circumstances, there will always be a remainder that will have to be taken charge of by the family. This remainder fluctuates depending on the classes and the schools.
Families that are having trouble covering the remainder of the costs may contact the schools to apply for additional financial aid.
What are some of the other sources of financial aid that I can apply for to support my child’s education?
You can contact the school that your child is enrolled in. It might have a specific budget that can be applied to for tuition assistance.
The following considerations will be taken into account:
gross revenues for 2018
additional non-financial benefits
tuition costs the family is responsible for
additional annual costs that lead to a reduction in the family’s income
real estate assets
If you income is above a threshold set by the AEFE you are not eligible for a scholarship:
Fiscal assets: 100,000 E
Real estate assets: 250,000 E
Example: If you purchased a property that cost 300,000E, and still owe 100,000E for it, we would consider your real estate assets to be worth 200,000E, which would be below the exclusion threshold, meaning that you could still be eligible for aid.
Can the Consulate give me an indication right now of the amount of the financial aid I will receive?
Eligibility for academic financial aid depends on many factors (family composition, tuition costs, income, expenses, assets). It is therefore impossible for us to give you a precise estimate of how much financial aid you could receive.
You can simulate the amount of aid you will receive based on the information presented in our Financial aid brochure for French children residing abroad with their families (Northern hemisphere).. You will need to know the cost of living index (“Indice de parité de Pouvoir d’Achat”, IPA) for your place of residence (127 for the zone covered by the Consulate General of France in New York).

Make sure that you and your children are on the Registry of French Nationals Living Abroad.
If you lived in France with your children, make sure you are no longer receiving aid from the Caisse d’Allocations Familiales (CAF), and request CAF to provide you with a certificate of deletion from their lists.
