Moving to France (Change of Residence Certificate)

If you reside in the circumscription of the Consulate general of France in New York (States of Connecticut, New Jersey, New York and the Bermudas), the Consulate may issue a Change of Residence Certificate, allowing you to deliver your personal belongings without paying customs tax. This Certificate must be given to the French customs authorities, a procedure generally done by the mover.

According to your situation:

I am a French citizen registered at the Consulate

I can write to the Consulate by e-mail to info.new-york-cslt@diplomatie.gouv.fr or by mail attaching the following documents :

- the Change of Residence Certificate Form (French and English) filled out and signed
- the scan of my French passport
- the proof of legal status in the United States (visa, green card or passport)

The Consulate will complete the Form and send it back to me (by e-mail or mail).

It’s not necessary to strike me off from the Registre des Français établis hors de France on line: the Consulate will proceed in the meantime to the deletion of my registration and to the validation of the Change of Residence Certificate Form.

I am not registered at the Consulate

If I am not in the Registre des Français établis hors de France (non-French citizen or French citizen not registered), I can write to the Consulate by e-mail to info.new-york-cslt@diplomatie.gouv.fr or by mail attaching the following documents:

- the Change of Residence Certificate Form (French and English) filled out and signed
- the scan of my passport
- the scan of my visa for France, if needed
- the proof of my legal status in the United States (visa, green card or passport)
- the proof of my residency outside France over the 12 previous months (one of the following: 12 latest phone or electricity bills, or a “summary statement” obtainable upon request from these providers; 12 latest paystubs, household insurance or auto insurance; lease; tax return).
- the Credit Card Payment Authorization Form (21 € to pay in USD at the current chancellery fee, please visit the fees and methods of payment section).

The Consulate will complete the Form and send it back to me (by e-mail or mail).
