Mr. Laurent Fabius’s participation in the 69th UN General Assembly Ministerial Meeting (New York, September 21 to 28, 2014)
Mr. Laurent Fabius, Minister of Foreign Affairs and International Development will be in New York from September 21 to 28 for the 69th UN General Assembly. He will be accompanied by Ms. Annick Girardin, Minister of State for Development and Francophony.
Over the course of the week, Mr. Fabius will participate in a series of multilateral meetings and will hold a number of bilateral meetings:
The fight against climate change is one of the priorities of this week which will be key to our future presidency of the 2015 Paris Climate Conference (COP21). President Hollande will participate in the summit on September 23 organized by the UN secretary-general, which will bring together more than 120 heads of state and government. Mr. Laurent Fabius will participate in several events, including the People’s Climate March on September 21 and the Major Economies Forum. He will meet with numerous key figures, including Al Gore and Henry Paulson, as well as with NGOs. He will also address the Council on Foreign Relations and deliver a speech at the “Climate Week” conference. Ms. Girardin will participate in numerous ministerial meetings focusing on climate issues and with vulnerable countries.
Several meetings will focus on the situation in Iraq and the fight against Daesh. The goal is to build on the momentum created by the Paris conference on September 15, increase support for the Iraqi authorities and strengthen the fight against Daesh. In addition to the Security Council meeting today, several meetings will provide an opportunity to discuss this issue, including the Security Council meeting at the level of heads of state and government on the fight against foreign terrorist fighters.
The fight against the Ebola virus will also be a major priority, given the scale and seriousness of the crisis. The summit co-chaired by Mr. Ban Ki-moon and President Obama to mobilize the international community will provide an opportunity for France to reaffirm its mobilization in support of the countries affected, notably Guinea.
All of the major crises will also be discussed during the course of the week. Mr. Laurent Fabius will notably participate in two meetings on the stabilization of Libya. He will co-chair a meeting on the political transition in Syria, which will be aimed at relaunching the political process. He will also chair a meeting on stabilization in the Central African Republic and will participate in a meeting on the situation in Mali. He will also be involved in the meetings on the Middle East (consolidation of the ceasefire in Gaza, Lebanon, Iran). Ms. Girardin will represent France at the donors’ meeting for Palestine.
With respect to human rights, the minister will conclude, together with Mr. Ban Ki-moon, an event on the universal abolition of the death penalty which will bring together regional organizations and developing countries that are deeply involved in the issue.
Mr. Laurent Fabius will continue to champion the proposal made by President Hollande a year ago on the guidelines on the use of vetoes in the case of mass atrocities during a meeting co-chaired by his Mexican counterpart in order to rally the widest possible support.
